Questions remain unanswered concerning the weekend shooting of a teenager by a Chelan teen. A 14-year old has been charged with assault with a firearm for allegedly shooting a 17-year old in the lower back late Friday night presumeably in the parking lot of Riverwalk Park.

"We have evidence, combined with as lot of really good witness statements that gave us probable cause to book him on that," Chelan County Sheriff’s Special Operations Chief Ryan Moody said in an exclusive interview.

Chief Moody said any responsibility of the gun’s legal owner is complicated with recent changes in gun laws.

"We have to do the background check on the gun and we also need to send it to the crime lab to be processed," said Moody. "I don't have the answers about where that gun came from or who it belongs to, or in fact if it was actually registered."

"We would have to show that that person had some kind of delinquent act that would cause this kid to get that gun," Moody shared when asked about the responsibility of the gun owner. "For example, (if the gun) was registered before the gun laws changed and the old owner sold it to someone else back when he could and the new owner didn't register it, it wouldn't automatically make that old gun owner responsible for the kid having the gun."

The Sheriff's Office plans to provide extra patrols at Riverwalk Park and in downtown Chelan, where a shooting January 23 led to the arrest of an 18-year old man..

"I have confidence that we can take these kind of situations, especially in the smaller communities, and have an impact on these kids," Moody added. "At the Sheriff's Office, our number one goal is to keep these kind of things out of our community. If it becomes a problem, and for example, if it becomes a gang issue, we are going to use everything in our toolbox to deter that and arrest anyone involved in that type of activity."
