More than half the time of Tuesday's city council budget workshop was spent discussing water and sewer projects. But during a half-hour discussion of one project – upsizing the waterline ahead of a proposed 27-lot development at Hiland Farms that would also connect the proposed East Chelan Reservoir to the north shore users, Councilman Peter Jamtgaard brought up another item in the budget – the North Shore Bypass Study that would look at the feasibility of a route between Manson and Chelan:
225-thousand dollars is set aside for the bypass study, part of the city's six-year capital improvement plan.
