The Discover Pass, which was created by the 2011 Legislature as a solution to keep state recreation lands open, isn’t making the grade.
The revenue was intended to replace general fund tax money no longer available to cover costs to operate state-managed recreation lands, however, according to a recent interview with Washington State Parks, that hasn’t exactly been the case.

Despite the uncertain future, state parks is still offering a way for residents to visit parks if they can’t afford a pass: work 24-hours doing projects listed on their website and receive a free DiscoverPass.
About 500 complimentary passes were issued between July 2011 and September 2012- compared to just more than 1 million passes sold.
