One in five city of Seattle workers earned at least $100,000 last year. Most of the 2,300 city employees earning six figures worked in the City Light utility, or the police or fire departments. The increase in the number of workers making at least $100,000 can be traced to recent contracts for those employees. Overtime was also a factor.

Seattle is paying out for what was negotiated before the recession to make Seattle more competitive with other jurisdictions. A police union official says Seattle police officers, for example, were relatively underpaid compared to other West Coast cities before its 2008 contract.

Seattle Mayor Mike McGinn says 8,500 of the city's 10,600 workers took some kind of pay hit this year.
