According to Huddleston, shrinking budgets are also weighing in on the arrest numbers and prosecutors ask deputies to write citations for certain infractions rather than make arrests.
Huddleston assures the public that safety is still the number one priority.
Looking ahead, he sees a challenging visitor season coming up.
